I am sorry, but based on the search results provided, I cannot determine the nature of the establishment "Welder" at 4 Victoria Square, Ashbourne. The results mention a restaurant called "The Lamplight" at the same address and a company registration search, but no information about "Welder" itself. Therefore, I cannot create a description.
